Scarlatian archive - document recovered

I found this inside the lower vault. It was not catalogued. Nobody I have asked will admit to writing it, and the date on the outer seal does not correspond to any event I can verify.

The document appears to be a substitution system of some kind common words replaced with short tokens beginning with the ¶ symbol. I do not know the purpose. It is not a language I recognise, and yet it reads as one.

Most curious is the fragment at the bottom of the original parchment. I have copied it here exactly. I cannot read it. Perhaps you can.

I have reconstructed the substitution table as best I could from the surrounding material. Whether this is the complete set, I cannot say. I am not certain I want to know what it says.
